Anything under 3/12 means you can't use regular shingles, period, because water doesn't drain fast enough on a low slope and it'll find its way under the shingles eventually no matter how carefully you nail them. You need membrane roofing for those situations.

I've seen contractors forget to account for this and underbid a job by thousands. Brutal mistake.
